Guide powers:

First / powers of the University Council:

Perform the following powers of the University Council to conduct of the work of the university, and to achieve the desired goals:

First / scientific powers:

1 - Adoption of the policy of the university and its development in the scientific, technical, cultural and administrative areas.

2 - To recommend the required development of colleges and institutes by the scientific process for University

3 - Adoption of a plan to open branches and scientific departments and scientific centers

4 - Start high studies in various  faculties  and institutes in the university in accordance with the regulations and conditions

5 - Recommend the appointment of deans of colleges and institutes as suggestion from the university president .

6 - Professorial rank awarded to faculty members at colleges and institutes at the university.

7 - To approve the sabbatical for teachers inside and outside the country and according to the law on university service.

8 - Plans to be recommend acceptance of the preliminary studies for students and senior colleges and institutes.

9 - Approving the plans of scientific research in colleges, institutes and centers at the university.

10 - To reconsider the curriculum and bring about change for the purpose of equanimity constant state of scientific and periodically and in line with the spirit of the age and the scientific and technological developments taking place in universities.

11 - Approval  that the academic year not to be considered as a failing year for a student who is exposed to the problems and difficulties outside his control and prevent the regularity in the study and his participation in the final exams , after the conviction of his condition and the Council on the recommendation of the university president .

12 - Approval  that the academic year not to be considered as a failing year for a student who have exceptional circumstances faced by the country.

13 - To approve the third extension to the students in high study at the suggestion of the university president.

14 - The formation of the Central Committee of upgrading and its subsidiaries.

First / 2 administrative powers

1 - Adoption of the administrative, scientific, and technical  staff, and the order of execution in various formations of the university.

2 - To ratify contract agreements and signed with universities and scientific institutions in other countries.

3 - Approval of a plan of rehabilitation and training of scientific and administrative staffs after the recommendation of the university president.

4 - Recommendation to refer any of the members of the university to the competent courts for violating the law and the decision of the President of the University .

5 - Approval to extend the service of faculty rank ( Professor , Assistant Professor ) when they reach the legal age for a year , renewable only three times on the recommendation of the Faculty Council with the relationship .

First / 3 financial powers:

1 - Adoption of the annual financial budget plan and import plan and the investment plan of the University and in coordination with the competent authorities.

2 - Approval of the final accounts of the University.

3 - Consider the report of the Audit Court and discuss and identify flaws and work to overcome them.

4 - Agree to exchange the paragraphs of the budget plan and investment plan and import it within the limits of the approved allocations.

5 - Approval to conduct transfers between the paragraphs of the budget proposal and separated from the university president in accordance with instructions on the implementation of the state budget.

6 - Authorize some powers to the president of the university.

Second / powers of the university president:

The President of the University practice the following powers for the conduct of the work of the university as required.

Second : 1 / scientific powers :

1 - Consideration of the Minutes of college boards and ratification.

2 - Recommendation on sabbatical for teachers inside and outside the country according to law and the University Service

3 - Follow up the progress of scientific research at the university.

4 - Fellowship grants (according to the bilateral agreements concluded with the university) and school vacations adherents to complete their studies within and outside the country.

5 - A proposal to open colleges and scientific departments to the University Council and cancellation after a recommendation from the college boards.

6 - Approval of the minutes of the Central Scientific and promotions committees and alliance-building authoring and translation.

7 - To Sign certificates to the graduating students of the mural.

8 - To issue commands for the university graduation of undergraduates and upper.

9 - Issuing university orders for special scientific upgrading for teachers at the university after the approval of the relevant authorities.

10 - Held cultural conventions and signed with different universities and scientific institutions in other countries after approval by the University Council and the ministry and other relevant authorities when necessary.

11 - To approve the second extension of the graduate students and the recommendation of the College Board .

Second : 2 / administrative powers :

1 - Supervision of all administrative activities and follow-up .

2 - Preside over the meetings of the University Council of periodic and emergency and calling to and implement its decisions.

3 - To decide on the appointment and transfer of teachers and full-time at the university and within the scientific angel and financial authority.

4 - Approaching various government departments (except offices of Ministers) in relation to matters of the university.

5 - Approval of Loan Services faculty inside and outside the country according to the law on university service .

6 - To approve the dispatch of teachers outside the country, according to the guidelines set by the University Council .

7 - The assignment of staff of technicians and administrators to retire when they reach the legal age according to the Civil Service Law .

8 - The assignment of subjects that fall outside of its powers to the Council of the university to decide.

9 - To represent the university in official meetings within and outside the country .

10 - Assigned tasks to some of the workers at the University which was required by the university to work in accordance with the legal service university and civil service applicable to them.

11 - The appointment of heads of departments at the university and configurations based on the recommendation of the dean of the college or institute and proofed and relieved with the exception of managers dormitories ( and in coordination with the device supervision and scientific evaluation ) .

12 - Accepting the resignation of the teaching staff at the university and its refusal .

13 - Recommendation to the University Council appointed deans of colleges and institutes affiliated to the University.

15 - Punished for negligence in one of the appropriate penalties for employees and technicians after testing a necessity to those of capital punishment except for legal separation and isolation.

16 - Superseded punishment imposed on staff after exhausting their purposes according to the law .

17 - To recommend to the Council of the Superseded punishment imposed on the faculty after exhausting its purposes.

18 - To grant members of the university and unusual configurations vacation for three months and with full salary according to the provisions of the law.

19 the university president can delegate some of his powers to his assistants or deans , or anyone who sees fit .

Second / financial powers :

1 - Approval to pay all the paragraphs of the budget of the university and its formations and in accordance with instructions on the implementation of the budget, and no more than (100000000) one hundred million dinars.

2 - Approval of spending money within the investment plan and as provided in the contracts signed with the University according to the stages of implementation and after the recommendation of the Engineering Department , and no more than two billion dinars ( that these limits are reviewed periodically validity ) .

3 - Granting bonuses and cash and in kind and not more than (100,000 ) one hundred thousand dinars for each case.

4 - University budget proposal and present it to the ministry after approval by the University Council .

5 - To approve the assignment of the various undertakings and contracting private university activities and projects.

6 - To approve the purchase and import of materials and equipment and devices necessary for the functioning of the university and colleges .

7 - Granting cash bonuses to non- members of the university to meet the services rendered them in the completion of the work and achieve the goals of the university and to no more than ( 50,000 ) fifty thousand dinars for each case.

8 - Read articles in kind and not more than ( 50,000 ) fifty thousand dinars for each case.

9 - To approve the write-off of assets of the University and the limits of (1) million dinars for each case .

10 - Dividing offices and clinics profit in the Advisory University by the provisions of the law offices Advisory University.

Third / powers vice president  for Academic Affairs :

Practiced Assistant vice president for  Academic Affairs following powers to facilitate the work centers and sections of it :

Second : 1 / scientific powers :

1 - Supervising all scientific centers at the university and departments associated with it.

2 - Scientific supervision for scientific activities at the university colleges, institutes, and centers .

3 - To prepare a plan of scientific research at the university and submit to the President of the University to be presented to the University Council for approval.

4 - To Recommend to grant certificates to the undergraduate and graduates in scientific studies to the university president of both disciplines in the university.

5 - Follow-up students' issues and scientific decision.

6 - To express and recommend an opinion on sabbatical and dispatch faculty to the President of the University .

7 - To represent the university in the meetings, conferences and scientific committees related to the nature of the work and authorized by the university president .

8 - Determine the number of students admitted in preliminary studies ( morning and evening ) and various disciplines and raise the necessary recommendation to the university president , with coordination with the concerned college boards .

9 - Propose nominations for the fellowships and scientific missions in regards to the employees of the university president .

10 - Follow-up programs, and research and scientific conferences and symposia held by colleges and institutes and centers of the university.

11 - To ratify the documents graduation for students and issuing instructions to them in accordance with the relevant laws .

12 - Supervision of student activities, cultural and artistic and sports at the university.

13 - The formation of various scientific committees at the university within its terms of reference with the exception of the Central Committee for promotions and its subsidiaries.

14 - The adoption and implementation of summer training program for students and field practices for teachers and plans for the opening of the university on the institutions of field work .

Third / 2: administrative powers :

1 - Overture various government departments including ministries ( except the minister's office ) in regards to the exercise of those disciplines with giving a copy of that correspondence to the office of the university president .

2 - The signing of the transactions outstanding university president and that fall within its terms of reference .

3 - Transfer center staff and related departments after consultation with their immediate supervisors .

4 - Guide letters of thanks and appreciation to the members of the university to meet their distinct acts .

5- Any other powers conferred on it by the university president .

Thirdly : 3 / financial powers :

1 - Granting bonuses in the fields of science and no more than ( 50,000 ) fifty thousand dinars for each case.

Fourth / powers Assistant vice president for Administration and Finance :

Practiced Assistant vice president for Administration and Finance the following powers to conduct work related departments and profiles that fall within the functions and duties :

1 - Supervision of all sections of the university.

2 - Show administrative and legal advice to the university president .

3 - To issue orders for the appointment of the administrative staff of technicians and administrators and faculty in the presidency of the university and scientific centers associated with them according to the laws and regulations in force .

4 - Transfer of administrative staff and technicians between administrative formations of the presidency of the university and in consultation with their immediate supervisors .

5 - To approve the dispatch of members of the university staff and administrators and technicians inside and outside the country according to the instructions on the window.

6 - To approve the formation of various committees at the university within its competence .

7 - The formation of an investigative committee to investigate irregularities on staff and technicians in the presidency of the university .

8 - To accept or reject the resignation of employees (excluding faculty ) .

9 - Send letters of thanks and appreciation to members of the university to meet their distinct acts .

10 - To approve the pay of regular vacations and accumulated staff for their services in accordance with the provisions of the law .

11 - Change titles functional staff ( technicians and administrators ) within the angel of the university.

12 - Granting leave associated with marital university staff .

13 - Field visits and inspections for all formations of University .

14 - General supervision of all administrative and legal business and finance at the university.

15 - Organization identities temporary and permanent follow-up identities and lost inthe university.

16 - Proposing studies, research and special activities and administrative aspects of the legal and financial at the university.

17 - Overture state departments and its various institutions including ministries ( except the minister's office ) with respect to the work of departments associated with it.

18 - Follow-up Affairs dormitories and overcome the problems they face.

19 - The signing of the transactions outstanding university president and that fall within its competence .

20 - Approval of maternity leave for employees presidency of the university and its affiliated formations .

21 - Referral of applicants for appointment to the teaching staff to the scientific committees to determine their powers to teach.

22 - Commissioned staff recommendation presidency of the university and its affiliated formations additional work required by the interests of the university.

23 - Recommendation to dispense with the services of employees on probation for their incompetence .

24 - Any other powers conferred on it by the university president

Fourthly : 1 / financial powers :

1 - Approve the statements of work and granting additional periods in the contracting of the university .

2 - To approve the purchase of supplies administrative and scientific equipment necessary and required by the University of different formations .

3 - Prepare a proposed annual budget of the university and in coordination with the finance department and submitted to the President of the University .

4 - The pay of ordinary accumulated vacations for employees on their services in accordance with the provisions of the law .

5 - To grant bonuses to workers and to no more than ( 25,000 ) twenty-five thousand dinars for each case.

6 - Approval of grant allocations of all kinds according to the provisions of the laws and decisions and FAQ sensitive with respect to employees of the university president and scientific centers and its affiliates.

7 - Proposal to carry out the necessary materials transfers within the budget per semester and upon the proposal of the finance department at the university.

8 - Approval to participate in the newspapers, magazines and publications of official and non- official and the limits of the financial allocations.

9 - Approval of imprested exchange activity for the purposes of the limits of the powers conferred upon him the approval of the Exchange and other advances in accordance with the laws and instructions .

10 - Giving cash and in kind and not to exceed ( 50,000 ) fifty thousand dinars for each case and in case of necessity .

11 - Any other powers conferred on it by the university president .

V / powers of the director of the center :

Director of the Center practiced the following powers :

1 - Supervise the performance of the work at the center and follow-up activities of employees.

2 - The distribution of tasks between the personnel in place to conduct the work

3 - Grant the normal vacations that do not exceed two weeks and the ratification of the sick .

4 - Recommend approval of the normal vacations and sick of what grew to two weeks in addition to the school vacations.

5 - Recommendation to impose a penalty on negligent workers .

6 - Wrote a proposal for a directive of thanks and appreciation for the outstanding workers and creators .

7 - To recommend the granting of bonuses , promotion and upgrading of degrees to the other workers at the center.

8 - Recommend the nomination and Kin and dispense with the services of any of the workers in the center in accordance with the laws and regulations in force .

9 - Representation Center in conferences and scientific symposia and technical competence within the scope of his position.

10 - The distribution of tasks and responsibilities between the center and the employees would help the development and improvement of the performance of the work within the specified center owners .

11 - Recommendation dispatch center employees inside and outside the country .

12 - To recommend the various provisions for all workers at the center

13 - Evaluating the performance of employees at the center and submitted to the relevant authorities.

14 - The appointment of a temporary contract workers at the center to meet the shortfall in staffing and to ensure the workflow.

15 - Recommend approval of the Center's staff to install their jobs when they complete the required legal period .

VI / powers of the director of the section in the presidency of the university :

3 - Recommend approval of the normal and pathological Vacations has increased to the ten (10) days of vacations in addition to tuition .

4 - To supervise the performance of the work in the department and follow-up activities of employees .

5 - Recommendation to impose a penalty on negligent workers .

6 - Wrote a letters of thanks and appreciation for the outstanding workers and creators .

7 - Recommendation to grant the bonus , promotion and upgrading of degrees to the other employees in the department.

8 - Recommend the nomination and Kin and dispense with the services of any of the workers in the section according to the laws and regulations in force .

9 - Suggestion of commissioned workers in the section to work overtime outside official working hours and within the laws and regulations that govern it.

10 - Section representation in conferences and scientific symposia and technical competence within the scope of his department .

11 - The distribution of tasks and responsibilities between the employees of the department and that helps the development and improvement of the performance of work within the angel of the selected partition .

Seventh / powers of the College Board (institute) :

College Board Practice the following powers for the conduct of the work of the college and to achieve their goals :

Seventh : 1 / scientific powers :

1 - Draw a consistent policy of the college and the general policy of the University and achieve its mission .

2 - Preparation of plans of acceptance for studies in primary and upper sections of the college.

3 - Prepare a plan of scientific research and authoring and translation Departments .

4 - To recommend the introduction of departments or disciplines , merge or abolish it .

5 - To recommend the introduction of graduate studies at the college.

6 - To consider the scientific departments plans to invite visiting professors , conferences and scientific symposia , despatch and sabbatical and fellowship inside and outside the country and to recommend them to the President for obtaining approval.

7 - The adoption of addresses and theses and dissertation for Graduate Studies and approved the designation of the supervisors of the students for graduate studies and the designation of members of the committees of the discussion.

8 - To name members of committees comprehensive exam for Ph.D. students .

9 - To reconsider methods of Graduate Studies and preliminary periodically and distributed to academic levels .

10 - Approving the results of examinations of Graduate Studies and after the initial filed by the departments and disciplines in college.

11 - Approving schedules final examinations after the adjournment of departments and disciplines .

12 - To approve the promotion of scientific faculty member (teacher and assistant professor ) and submitted to the university campus to issue it .

13 - Recommendation to the university president promoted a faculty member to the rank of professorship after the completion of procedures by the Committee of Scientific Promotion in college.

14 - To approve the postpone the study for  students in the school for a year students after convincing justifications and provide the required documents .

15 - To approve the extension of the first to graduate students (6 six months ) and the recommendation of the board of the department .

16 - Recommendation to the university president to approve the extension of the second and third of the graduate students on the proposal of the board of the department or the scientific section in college.

17 - Recommending the assignment of faculty members and lecturers for higher studies as needed and duration determined by the departments and branches .

18 - Held scientific and cultural agreements with colleges debate inside and outside the country and brought to the university for approval.

VII / 2: administrative powers :

1 - Overseeing the affairs of the college and follow-up activities of scientific , cultural , artistic and sports .

2 - Prepare the angel of the College of the next academic year in the second half of the current school year in the light of the proposal to the Dean and councils departments and branches .

3 - To reconsider the titles of technicians and administrators within the owners ratified the college .

4 - To reconsider the staffing college periodically .

6 - To impose disciplinary sanctions on students .

11 - To recommend service faculty ( Professor , Assistant Professor ) when they reach the legal age for a period of one year and renewed three times .

Seventh : 3 / financial powers :

1 - Propose a plan and the annual budget plan import and investment plan for the College and submit to the President of the University , with plans to unify colleges and other institutes and submitted to the University Council for approval.

2 - Recommendation for approval of the University of the final accounts of the College.

3 - Review the report of the Financial Inspection Office of the college, and discuss it and express an opinion on the observations that found in it.

4 - Authorize the dean of the college or institute some powers.

Eighth / powers of the Dean of the College ( Institute ) :

dean of the college or institute practice the following powers to conduct the business of the college or institute and implement their goals.

Eighth : 1 / scientific powers :

Dean of the College exercises the powers of scientific following :

1 - Implement the decisions of the University Council in relation to the college.

2 - Manage of the College of the scientific and administrative, educational, cultural and financial .

3 - Follow up teaching in  undergraduate  and high studies in college.

4 - Chairing the Faculty Council and the scientific bodies and raise its records to the president of the university for authentication.

5 - Preparation of scientific reports, quarterly and annual reports on the activities of the college.

6 - To ratify the recommendations of the District Councils and branches .

7 - Scientific and administrative supervision of the activities of the scientific departments and consultation office.

8 - Recommend of the appointment of heads of departments and scientific and their vices.

9 - The application of all the instructions and regulations issued on the organization of scientific and educational affairs and decisions issued by the College Board .

10 - Call the College Board for meeting in special sessions .

11 - The formation of the Main Committees in college and issuing administrative orders.

12 - The formation of exams committees of the college and questions to committees for printing test.

13 - Evaluating the annual performance of the faculty members in consultation with the head of the department or branch of science.

14 - Represent the college at meetings and seminars.

VIII / 2: administrative powers:

Dean of the College exercise administrative powers of the following :

1 - Upgrading faculty and staff and technicians and administrators and granting annual bonuses on them in accordance with the provisions of the laws and decisions and regulation.

2 - The signing of contracts for the use of teachers and experts and technicians including Arabs and foreigners and conditions of their employment status as well as the termination of their services in accordance with the terms of contracts and decisions and instructions.

3 - Dispatch employees of the college all of the faculty and administrative staff and workers within the country for a period of (60) days for scientific purposes or for the purposes of training students or other purposes required by the interests of the college and its core functions and giving them dispatch  allowances assessed and recommendation of dispatch to other countries for the purposes mentioned and according to the instructions.

4 - Recommending the transfer of holding advanced degrees ( master's and doctoral ) and the standard.

5 - Overture state departments and institutions all (except for the higher authorities and the offices of the Ministers) in all matters concerning the College of the scientific and educational aspects within the purview of the college except for the directors of the University .

6 - Approval to use the services of the teaching staff in other governmental departments in Iraq and according to the law of university service .

7 - Accept the resignation of professional staff and administrators on relevant materials according to the provisions in the Civil Service Act in force after making sure they can deliver on their obligations to the state, if any, as well as the innocence of their net worth by assets other than faculty.

8 - To approve the adoption of full-time faculty after recommending it by the department or the relevant branch and the College Board and give them allowances scheduled.

9 - To approve the travel of teachers and all other staff out of Iraq during the academic year  to enjoy the holiday routine according to the provisions of the law , as well as the approval of the travel for those mentioned during the holidays the school (spring and summer),UNDER the condition that subject to the appointments installed in the Calendar university for the disintegration and direct to work.

10 - The payment for the usual vacations for teachers from retiring from the service of university and non-university cumulative limit (180) day in accordance with the provisions of paragraph ( e) of Article ( 9) of the Law of University Service of figure (142) for the year 1976, which amended and service instructions university in number (3) for the year 1979, as well as the payment of regular vacations for professional staff, administrators retiring, social security and regulation.

11 - To notify those who are absent from official work without a legitimate excuse of faculty and professional staff and administrators and issue orders as resigned from their jobs after the expiry of the notification by the provisions of applicable laws and regulations issued there under with Taking into account the legal notice section of the Directorate of the University Center for those who have commitments with the state to take action on the settlement of these obligations by their commitments and contracts signed by the university or other departments .

12 - Recommendation to change the addresses of professional staff and administrators in cases that require the discretion of the Dean certified according to grades in college owners subject to the controls of the amount by the university about the change addresses.

13 - The assignment of professional staff and administrators to retire when they reach age sixty-three years of age the condition mentioned in accordance with the provisions of the Civil Retirement Law of figure (33) of 1966 as amended.

14 - Determination of the official working hours within the officially designated hours as appropriate and the nature of the need to work in college.

15 - Granted leave for teachers associated with marital and professional staff and administrators under the provisions of the laws and decrees and instructions in force at the college.

16 - Rewards in cash and kind to the workers in situations and events that require recognition or motivation and encouragement not to exceed about ( 50,000 ) fifty thousand dinars for each state that sponsors the provisions of the laws , regulations, and instructions in force and the terms of the provision of financial allocations .

17 - A transfer of staff according to the need and interest of the college and after coordination between the kidneys to be supplied University / department of Planning and Follow-up  with a copy of the administrative order.

18 - granting leave to employees of the college during spring holiday.

19 - The appointment of the top ten students at the college and university to provide a copy of the appointment orders.

20 - To approve the registration of students for studies .

21 - To approve the recommendations of the committees formed in college.

VIII / 3 : financial powers :

1 - Grant finance of all kinds, and according to the laws and decrees and instructions and regulations issued by the competent authority in accordance with the provisions of the law and university service with a number 176 of 1976.

2 - To approve the purchase and import of laboratory instruments and other supplies, magazines and books by the legislation.

3 - Approval to pay bonuses to those who are from outside the university on training and teaching within the college and supervise the messages, and participate in a comprehensive exam committees and committees for the discussion.

4 - payment on all classes and materials , and with the limits of the total budget authority contained in the law on implementation of the state budget and the annual in case they had not featured in this law shall be expired in payment reduce the amount of ( 10000000 ) ten million Iraqi dinars in each case.

5 - A commitment to approve the assignment of the various undertakings and contracting private conduct educational activities of the college and the limits of the powers contained in paragraph (4) above.

6 - Granting approval periods and additional disclosures for all business and undertakings contained in paragraphs ( 5.4 ) above.

7 - Adoption of the designs , maps and studies carried out by the department of engineering and consulting offices competent related to extension and adding to the buildings and facilities of college.

8 - Reward employees of the college employees, and non-working efforts to meet or acts or activities or sacrifices in the performance of the business and reduce the amount of ( 25000 ) Twenty-five thousand dinars in each case.

9 - To approve the write-off of state property damaged or bad for reasons other than willful neglect and not more than amount of (1 million Dinar) .

IX / powers of the Associate Dean for Academic Affairs :

Practiced Associate Dean of the College or Institute the following powers to facilitate the work of student affairs at the College or Institute :

1 - Organization schedule of final exams and in coordination with the scientific departments.

2 - Organizing weekly schedule lessons and in coordination with the scientific departments and the light of the classrooms to ensure the proper functioning of teaching in high studies.

44 - Approval of printed theses, desertion, and research in the presses outside the university in case of a lack of self- potential at the college and payment and in accordance with instructions on the implementation of the budget .

45 - To issue ministerial orders of dismissing of students because of absenteeism and cheating.

46 - Suggestions to make decisions for dismiss of absence for those who exceed the allowable percentage of students in the section according to the instructions that accompanied the ratification by the College Board .

47 - Issuing administrative orders or fail to alert students absentesim or when negligence or violating the regulations and instructions.

48 - Issuing administrative orders for permission for lecturing by lecturers who are appointed to the university  or external lecturer ( in coordination with the Dean of the College ) and open records or forms audited according to the administrative orders issued on them and follow-up the payment for them by the secretariat of the Department in coordination with the finance department at the college.

5 - Preparation of scientific reports, quarterly and annual reports on the activities of the section or branch and submitted to Dean.
